SUBJECT
:

1. Pay claim and related issues.

BACKGROUND:

2. This supplemental recommendation is to be read in conjunction with LCR 22615.

RECOMMENDATION :

This supplemental recommendation is to be read in conjunction with LCR 22615. Following on from the recent industrial action including two 24-hour stoppages the Court invited both parties to attend exploratory discussions at the Court. The Court having considered the discussion they had with the parties and the evolution of events since the issuing of LCR 22615 recommends the following:

4% increase on basic pay to be paid with effect from 1st January 2022

With effect from 1st January 2023 3.5% increase on basic pay

With effect from 1st January 2024 3% increase on basic pay

Pay agreement to expire 31st December 2024.

In respect of welders an additional increase of 1.5% to be applied with effect from 1st January 2022.

On the issue of release for Union Committee members the Court recommends that this number should be capped at 7.

 The Court further recommends that:

For 2022, Christmas bonus vouchers of €500 be paid in line with the normal practise.

From 2023 onwards, a bonus payment of €750 comprising of €325 guaranteed payment and €425 linked to productivity be paid in a tax efficient manner in line with the normal payment schedule for the Christmas bonus.

In order, to give effect to the productivity element of the bonus, the parties with the assistance of their own experts in this area if required, should utilise the period September to December 2022 to agree performance metrics that would come into effect on 1/1/23. If by the end of this period (December 2022) any unresolved issues remain in respect of agreement on the performance metrics, these issues can be referred back to this division of the Court for final determination.

The Court so recommends.

Signed on behalf of the Labour Court

Louise O'Donnell
