This dispute concerns an allegation by the five complainants that the
Department of Finance, as the main respondent and the then Departments of
Labour, Agriculture, Social Welfare and Revenue Commissioners, as
secondary parties, discriminated against them contrary to the provisions of the
Employment Equality Act, 1977 by denying them access to promotion to
Higher Executive Officer.
